cell phone pulsate but no notification

Or it could be phantom vibrations. Your cell phone isn't actually vibrating but your mind tricks you into considering it is.

It would be easier if you kick off by eliminating common issues. First, check your notification settings, then check out if any of your apps have been updated recently and are causing this random vibration.
