Now that's an exciting question! For me, it's an oscillatory sensation or a rhythmic shaking sensation sensed on the skin surface or internally.

If you mean like a pulsate massager, I think they give a kind of tingling or buzzing feeling.

Certainly, the sensation could differ dependingon the application and intensity. In a phone pulse, it's more of a gentle, alerting buzz. In a adult toy, the sensation can go from mild to powerful.
